This was the answer given to my question at full Council.

Thankfully the fire that took place in the Stanpit paper bank last Christmas is a
very rare occurrence in the borough. Although the bank was scorched, the
fire was not a threat to properties nearby. The bank is located about 6 metres
from the nearest property, which is considered to be a sufficient distance to
create a low risk to this property.
The recycling centre at Stanpit is the 5th (out of 26) most well used in the
borough. The nearest alternative recycling facilities are located at B&Q,
Mudeford Wood and the Sandpiper PH.
The creation of the Dorset Waste Partnership in April 2011 will not have any
effect on the provision of recycling banks in the borough. Any changes to
recycling facilities will require the approval of the Council.
Before any recycling facilities are relocated from council-owned land, an
assessment should be made of the impact this would have on users and the
tonnage of materials collected. This should be carried out in a comprehensive
manner rather than on an individual site basis. Officers will carry out a review
of the recycling bank locations in the borough and present a report to the
Community Services Committee this summer
