Doggie do's

I have been told this morning that the community environment officers are winning the dog poo battle as a result of the fines and warnings given. So much that they have postponed a 'poop scoop' week. If this is so then I am highly delighted but am also sceptical judging by the concerns expressed to me by residents.Can anyone throw any light on this for me please? Has there been clear evidence that we are winning this battle and making people more aware of their responsibilities?
